In many homes the piping can be quite long. Even if your fixture is not far from the hot water heater, the length of pipe can be substantially longer. 

Usually the piping is not run in a straight line to the fixtures, but zigs and zags to provide the easiest route for the plumber .

Low-flow fixtures. By reducing the flow rate, the time delay can be lengthened considerably.

The temperature surrounding the pipes can also contribute significantly to the long wait problem. 

As water flows through the pipes it gives up its heat to the piping material. If the piping between the hot water heaters and the fixture contains a gallon of water it may take a gallon and a half before it reaches the faucet.
